The 1994 Crime Bill did nothing to increase mass incarceration. Mass incarceration actually started in 1970 when the Great Migration ended.

The 1994 Crime Bill was a drop in the ocean and only pertained to Federal crimes, less 13%. The majority of people are in jails and state prisons. The Feds only caught up to what the states were doing.

This a common mistake. I invite you to look it up you see what I am telling you is true. 1994 Crime Bill did not change the everyday lives of most Americans.
